Vetting and Barring Scheme 

The Vetting and Barring Scheme (VBS) is a service that the CRB will conduct on behalf of the Independent Safeguarding Authority ( ISA ).

The ISA scheme replaces the PoCA, PoVA and List 99 data but will go further by removing the need to consider this information to make a decision to employ.

Under the new Scheme an individual will apply to register to work with children and/or vulnerable adults. The CRB will provide data to the ISA for it to make a decision about whether the individual should be registered - and therefore be able to work with people in the sector(s) for which application has been made - or barred from work in that/those sectors. Where a decision to bar has been made an employer commits an offence if (s)he choses to employ that individual

E-Applications

The CRB has made it part of its strategic plan to make its services accessible electronically wherever possible.

The CRB already offers its largest customers the ability to submit multiple applications in an electronic form directly, without the need to produce paper applications or send them by post. This can be used by organisations that gather the information, for their own recruitment purposes, that the CRB requires for its application

The CRB is also considering developing a process that allows individuals to complete an online application form for submission, via the Registered Body, to the CRB. This process is still under construction because a system needs to be designed to allow the safe completion and transfer of a completed application form from the applicant to the Employer and possibly onto an Umbrella Body and from there to the CRB and potentially vice versa.

Basic Disclosures

Basic Disclosures are the third product defined within the Police Act 1997 and would be a certificate that would reveal either a person has no unspent convictions or the unspent conviction details.

The CRB is working on the feasibility and technical system for these checks which may, initially be linked to the UK's National Identity Service and its ID cards.

Right to Work Checks

When a person comes to the UK they will usually be issued with a visa that describes the purpose of the visit i.e. tourist, student etc. Each of these can carry restrictions on what the person can do in the UK during the term of the visa.

The Right to Work check will provide those employers that use it to meet statutory requirements and ensure that the people they employ are not subject to restrictions on their ability to work.

Any person who employs an individual with such restrictions and cannot show that they have made sufficient checks to clarify their right to work status can face a fine
