Achieving the Government’s goal of access to a world-class HE system depends on having an efficient and effective student finance service. To understand the needs of customers in terms of expectation and actual experience throughout their HE journey, the Department carried out a review of England’s student-finance delivery arrangements in 2005. The review’s findings set out a series of recommendations and options to dramatically improve the experience of customers and ensure value for money for taxpayers.
