Civil Service capability

Our work

The Cabinet Office works to ensure that the Civil Service supports the Government in achieving its objectives effectively and efficiently. We do this by developing the Civil Service's organisation, leaders and workforce.  

Civil Service conduct and ethics 

The Cabinet Office advises on issues under the Civil Service Code, the framework under which all civil servants work, and the core values and standards of behaviour they are expected to uphold.

Civil Service capability

The Cabinet Office works to strengthen the effectiveness of the Civil Service's organisation, leaders and workforce. We support departments in increasing their capability to deliver their strategic purpose.

Civil Service HR capability and employee engagement

The Cabinet Office also promotes HR capability across the Civil Service – and provides departments with modern and efficient shared services for HR.

This has included running the People Survey in 2009 – which measured employee engagement Civil Service-wide. We are using the survey results to develop and implement action plans to raise existing engagement levels.

Civil Service diversity

The Cabinet Office produced the Civil Service Diversity Strategy and oversees its implementation in departments. The strategy sets out the Civil Service's commitment to promoting and ensuring equality, and to valuing diversity.

Improving Civil Service communications

The Cabinet Office works across government to help departments approach communication strategically. We offer a professional network to all government communicators to enabel them to do their jobs as effectively as possible.

Improving our service to customers

All citizens and businesses should expect high levels of customer service and value for money with they are in contact with government departments or the wider public sector.To keep improving this service the Cabinet Office sets standards and oversees customer contact throughout both the Civil Service and the wider public sector.
