The establishment of training schools to develop and disseminate good practice in initial teacher training (ITT), train mentors and undertake relevant research was proposed in the 1998 Green Paper, Teachers - meeting the challenge of change. During the summer term of 2003, Ofsted carried out a survey of training schools.

The Primary Follow-up Survey (PFUS) involved the inspection of all 72 providers of primary initial teacher training (ITT) in England; it therefore included both partnerships between higher education institutions (HEIs) and schools and School-Centred Initial Teacher Training (SCITT) schemes.

It began as a survey of only 18 providers in the 1996/97 academic year, but was extended to become an inspection of the full primary ITT system which was completed at the end of the 1997/98 academic year.

Between September 1998 and July 2000,Ofsted inspected one specialist subject course in all but one of the 76 primary ITT providers. The choice of the specialist subject to be inspected was determined in consultation with the provider and, in general, ensured that inspection focused on subjects to which individual providers had a reasonably substantial commitment.

In contrast to initial teacher training for primary and secondary teachers, further education (FE) teacher training has received little recent independent scrutiny through inspection. During the academic year 2002/03, Ofsted visited eight higher education institutions and 23 FE colleges as part of a national survey to evaluate initial teacher training in FE.

The report sets out the findings from the inspection of the initial teacher training (ITT) for further education teachers on courses leading to national awarding body qualifications. The report shows that many of the weaknesses identified in the 2003 Ofsted survey have not been rectified.
