Regional Rural Policy

Following publication of the Rural Strategy 2004, Government Office for Yorkshire and The Humber (GOYH) is leading on the delivery of a number of the Department for Environment, Food and Rural Affairs’ (Defra) rural policies, in line with broader Defra policy objectives in the region.

The nine English regions have differing sizes of rural areas, from London with very little, to the South West where more than two million people live and work in the rural areas. The rural responsibilities of the Government Offices are similarly diverse. Government Offices provide a focus for delivery of the Government's rural agenda in the regions and work in partnership with a range of stakeholders in rural communities. The degree and nature of rurality vary widely among the nine English regions.  Government Offices provide a focus for delivering the Rural Strategy 2004 and rural agenda in ways that take account of this diversity within their regions. More information on the national picture.

Within the regions, Government Offices work in partnership with a range of rural stakeholders to foster greater understanding of rural issues and ensure that the rural policies are fully integrated into regional strategies and initiatives. In particular, Government Offices ensure that ‘rural proofing’ and ‘mainstreaming’ (see below) is carried out.

The main tasks for Government Offices include:

• Ensuring that the needs of rural areas are addressed in regional strategies, such as the Integrated Regional Strategy
• Making connections between the work and interests of other regional partners for the benefit of rural areas
• Ensuring that the voice of rural stakeholders within their region is heard, primarily through establishing and supporting Regional Affairs Forums
• Facilitating and monitoring mainstreaming and rural proofing activity in the region
• Shaping the delivery of rural development programmes, and influencing future programme delivery

Key actions for the Government Office, in conjunction with partners and key stakeholders such as local authorities and rural community councils, relate to:

Rural Framework

The regional Rural Framework aims to ensure strengthened joint working and also identify rural priorities against a clear and robust evidence base.

Rural Proofing and Mainstreaming

Rural Proofing aims to ensure that all regional policies and strategies take account of rural circumstances and needs.
