Property Asset Management Plan Template

An organisation"s Property Asset Management Plan develops from the organisation"s delivery strategy.  It explains how assets support business delivery.  It should provide the answers to the following questions?

  • Why are property assets important to our organisation?
  • What do we need?
  • What have we got?
  • What will close the gap?
  • How will we do it?
  • How do we know we are getting there?

In this way the Property Asset Management Plan is intended to be a clear statement of the strategy to be followed in making decisions relating to the property resources that support delivery. The Asset Management Plan also sets out a high-level overview of the property plans, programmes and projects that are being developed to implement the strategy.

This Property Asset Management (PAM) template is designed to support the development of quality standards for Asset Management Strategies and Asset Management Planning as part of the Benchmarks and Standards Component of  High Performing Property.  Sitting alongside the Property Asset Mangement Plan is the PAM Planning Guidance.

What it is

The Template is the structure around which organisations can build excellent Property Asset Management Plans.  The section headings in the Template have been drawn from best practice set out in the Leeds University Report: Improving Property Asset Management in the Central Civil Government Estate and developed further through a consultative process involving government organisations and private sector expertise. Linked to each heading is a description of the content expected for that section of the Plan.  The structure of the PAM Plan Template is illustrated in the diagram:
