The Press and PR team forms part of the Communications group, which also includes a central marketing team and internal communications team. The purpose of this role is to promote the work of the Highways Agency, dealing with media enquiries and develop media handling plans to improve the public’s understanding of the Agency’s work, in line with the overarching Highways Agency Communications Strategy and annual communications plan.
The post holder will be expected to deliver professional, high-quality communications to media and stakeholders, to achieve balanced and accurate coverage and build wider public understanding of the Highways Agency’s work.
They will also be expected to build effective working relationships with senior Agency officials and key journalists and stakeholders as part of their day to day activities.
In consultation with the Senior Press & PR Officer for the South East. Provide a regional press office service for Network Development and Delivery and Traffic Management directorates, draft press notices, articles and briefs, deal with regional media enquiries, advise colleagues on publicity matters.
Set up media briefings, including ride-alongs with Traffic Officer vehicles. Handle interview requests, organising briefing for HA spokespeople, overseeing interviews and filming facilities.
Manage PR activities including COI News and PR and supply chain.
Cover for/assist colleagues in other regions as appropriate.
Develop a programme of positive regional news stories to promote the Agency’s work to the regional media, stakeholders and the public.
Work with the national press office and suggest regional stories that could be promoted nationally.
Support publicity events and exhibitions to build understanding among the public.
Support the work of the Regional Operations Board.
Responsible for supporting staff at the highest level in the region, including Divisional Directors and on occasions, in consultation with the national press office, for the Chief Executive and Board of Directors.
Work with internal communications.
Advise and help to develop the media skills of staff and managers.
Liaise with the Agency’s national press office and the Department for Transport press office on especially sensitive issues. Deal with national media enquires where agreed with Senior Press & PR Officer for the South East and the national press office.
Undertake/support other PR and publicity activities as required by Communications Group.
Take part in the national out-of-office-hours press office duty rota.

Makes persuasive and objective case to support communications advice.
Keeps up to date with current affairs and is aware of the broader political/government context.

Actively engages with a broad range of internal stakeholders from operations, policy, finance and other areas in shaping communication approaches.
Develops and sustains stakeholder relationships using appropriate channels to keep them informed.
Develops and nurtures excellent contacts with newspapers and broadcasters.
PSG GCN: Strategic Marketing and Communication
Builds simple business cases for communication solutions.
Drafts media strategies for launches and other media events.
Seeks to make active contribution to insight development process
Strong Demonstrable experience within a Press/PR or related field of:
- Good written and verbal communications skills
- Engaging stakeholders
- Working to tight deadlines
- Recognised qualification e.g. CIPR Diploma or equivalent
- Experience of a similar role within the Not-for-Profit sector.
