    I like the idea of more local control but this is the opposite of what is currently happening.  For example I live in Northumberland where the Government asked us what sort of Unitary Authority we wanted in a referendum - we chose to have local Unitary Authorities to directly serve the two distinct communities - one for the sparse rural area ...
