In two of its proposals the Fair Access Panel recommended exploring the use of tax incentives to improve social mobility. HM Treasury and BIS do not believe that tax incentives are the best way to motivate employers to open up access and may not be the most effective way of developing a demand-led skills system. However, we accept the underlying objectives and the two departments will work with the Gateways to the Professions Collaborative Forum and ensure that the implementation of the Skills Strategy achieves the aims of widening access to the professions.

Recommendation 78: A new demand-led training system that empowers learners

As part of a shift to a more demand-led model of training the Government should review how to redirect support for employers through tax or other direct incentive schemes.

Recommendation 87: Corporate social responsibility

The Government should explore the case for targeted support, such as tax incentives, to leverage additional measures from employers to open up access.
