Brief Description

NIAF’s second annual review in September 2009 recommended strengthening project management, oversight and monitoring and evaluation (M&E): “Given the broad scope and increasing number of NIAF interventions – over 100 completed interventions a year covering three sectors and serving both federal and state agencies – and the complexities of operating in the Nigerian environment, we recommend that DFID should appoint a Task Manager/Infrastructure Adviser to provide closer operational oversight of NIAF and advice on future support for infrastructure development in Nigeria. While a suitable person to staff this position may need to be recruited from outside DFID, the Task Manager should be integrated within the DfID Nigerian organization and not sub-contracted to another consulting firm. Given the size and complexity of the program, more day to day monitoring and guidance is warranted and necessary”.
NIAF has been successful to date because it is a flexible facility which allows the project service provider, ASI, to respond nimbly to a dynamic environment. However, the 2009 annual review has crystallised the need for NIAF’s flexibility to be counter-balanced by investing relatively more DFID resources in strategic policy dialogue, project management, oversight and M&E capacity. This will contribute to enhanced programme coherence and improved alignment and advocacy with other development partner efforts, especially the World Bank (a key recommendation of the IDC ). This capacity needs to be independent of the NIAF service provider to balance the relatively high level of operational autonomy that they enjoy.

Vacancy description

Job Objective: to improve the Nigerian Government’s capacity to plan, finance and deliver power and transport infrastructure services for its citizens.
Core Functions:
1. Strengthening NIAF project management, oversight and M&E and enhance policy dialogue on power & transport to leverage NIAF’s impact (55% of time)
2. Donor coordination, esp. with the World Bank, on power and transport (10%)
3. Oversight and participation of the design of ‘NIAF II’ (15%)
4. Participation in DFID NIAF annual reviews and related project administration work (10%)
5. Provide cross cutting infrastructure advice to the DFIDN programme (10%)

Qualifications

Technical competencies required:
• An excellent understanding of infrastructure policy and regulation
• Sound knowledge of power system and transport sector reform
• Within these two sectors, sound experience of at least two, and preferably more, of the following areas:
• Utility regulation (process, mechanism, institutions)
• Economic and financial appraisal of infrastructure development projects
• Infrastructure finance (including PPP)
• Commercial frameworks for unbundling infrastructure industries (power sector preferred)
• Tariff design principles and practice in infrastructure/network industries
• Structural reform including policy and institutional design/development
• Expertise in climate change issues, in relation to infrastructure reform, would be an advantage.

Experience

This challenging position requires a creative and experienced achiever. S/he will have the charisma and confidence to influence senior Government and private sector players to adopt the right policies and actions for infrastructure reform.
S/he will also have:
• A degree and preferably masters in regulatory economics, power or transport planning or similar.
• An excellent track record of 10 years managing and leading power or transport reform work at a senior level in an organisation or as a consultant.
• A strong understanding of, and practical experience in, leveraging PPPs for power or transport sector reform
• A strong track record of shaping institutional and organisational reform
• Strong skills in managing complex projects.
• Experience of working in Africa and particularly Nigeria is desirable, as is experience of working in the private sector.
