Brief Description

This Strategic Technical Lead role will involve working closely with government departments, users and the Head of Civil Pages and project team to agree detailed requirements and then working with our IT suppliers to ensure that this is delivered, tested and deployed to the live site.

Role and responsibilities

•To provide technical leadership for the Civil Pages project, supporting the Head of Civil Pages, providing advice and guidance on technical issues based on best industry practice.

•To ensure that the system meets our requirements in terms of usability, resilience and security. This will require you to negotiate robustly with our IT suppliers ensuring developments are delivered, tested and implemented to timescale and within budget.

•To contribute to and maintain the roadmap for the future development of the service, ensuring that we have identified the future technology and functionality that will be delivered by Civil Pages. This is expected to involve the integration of other non-Confluence software while ensuring a seamless and secure user experience.

•To ensure that the project gets the maximum value out of the software we are deploying by being proactive and challenging our suppliers to deliver real innovation with their proposed solutions.

•To manage contract relationships with third party suppliers including running tenders, negotiation of financials and ensuring processes and procedures relating to issue resolution and any other requirements are met to agreed SLAs / standards.

•To work with Communications-Electronics Security Group (CESG) to ensure that the system provides an appropriate level of security and meets CESG standards and guidelines. This will involve re-accreditation of the system when required.

Person specification

This role is expected to perform generally at the level of “Lead Practitioner” in the Government IT Competency and Skills Framework.


•Proven in depth technical knowledge across a broad range of IT systems – you must have run major systems either directly or through outsourced suppliers.

•Experience of having provided strategic technical leadership on largescale projects comprising any or all of the following:

•Content management software
•Collaborative software
•Wikis, blogs
•Open source and commercial database packages
•Microsoft and Linux operating systems
•Enterprise architecture
•Hardware including firewalls, servers, load balancers and network infrastructure

•‘Can do’ and proactive approach with the ability to operate at pace, and energise others to contribute.

•Customer focussed with a proven commitment to providing a great service.

•A strong communicator with excellent presentation skills and the ability to influence at Senior Civil Service (1-3 level) across a range of government departments.

•Experience of representing an organisation to external audiences, inspiring confidence in others through the demonstration of knowledge and expertise.

•Excellent influencing skills and experience of managing or motivating colleagues and stakeholders. Ability to drive change and introduce new concepts, technology and ways of working to colleagues across a range of organisations. An ability to engage, influence and negotiate with a number of stakeholders with potentially differing needs or requirements and to reach consensus.
