Brief Description

The Lead Technical Architect leads and owns the technical architecture and all technical aspects of the Scheme Architecture for the National Identity Service (NIS) Programme. The post holder will be one of the key decision makers within the NIS portfolio in terms of direction and delivery and will need to have the experience and gravitas to operate at a strategic level within this environment.

Vacancy description

• Assisting the Scheme Architect to ensure that the architecture for NIS is defined, agreed, maintained and that it remains aligned with the NIS overall strategic direction
• Deputising for Scheme Architect as required
• Providing guidance, support and direction to all parts of the Scheme to ensure alignment of solutions with the Scheme Architecture and integration of the NIS
• Dealing with conflict at senior management level, resolving it where possible and saying “no” where necessary.
• Challenge and assess impact of all proposed scheme level changes in scope, cost and schedule for consideration by Scheme Management Board (SMB)
• Ensuring that the end-to-end technical architecture for the NIS is defined, agreed and approved and that it remains aligned with the organisation's Business Architecture, Information Governance Principles and overall strategic direction
• Ensuring sign-off of key technical principles underpinning the technical architecture
• Managing the provision of guidance, support and direction to all parts of the Scheme to ensure continued alignment with the technical architecture
• Managing the assurance of supplier solutions and design deliverables for compliance with the technical architecture
• Ensuring effective technical integration of components of the NIS with the end-to-end Scheme Architecture and the existing (legacy) IT estate
• Supporting architecture governance processes by leading work to identify and address architectural issues and risks, and to perform impact assessments of proposed changes against the technical architecture


Essential Skills:

3. Technical Architecture: Level 6 (from the SFIA Framework )

Leads development of technical architectures for complex systems, ensuring consistency with specified requirements agreed with both external and internal customers. Takes full responsibility for the balance between functional, service quality and systems management requirements within a significant area of the business. Establishes policy and strategy for the selection of systems architecture components and coordinates design activities, promoting the discipline to ensure consistency. Ensures that appropriate standards (corporate, industry, national and international) are adhered to. Within a business change programme, manages the target design, policies and standards, working proactively to maintain a stable, viable architecture and ensure consistency of design across projects within the programme.


4. Systems Design: Level 6 (derived from SFIA Framework)

Controls system design practice within an enterprise or industry architecture. Develops effective implementation and procurement strategies, consistent with business needs.


1. Experience of leading the technical or enterprise architecture function for large-scale or complex IT programmes

2. Experience of working on large or complex IT programmes involving multiple suppliers
