Brief Description

Leading one of the largest, most complex and business critical projects that make up the National Identity Service (NIS) Programme, you will be accountable for all aspects of the project lifecycle from initiation to close. You will lead a team to ensure delivery to time, cost and quality. You will work closely with the Programme Director to monitor and assess project positioning and external dependencies.

Key Responsibilities:

• Ensure project purpose, scope and benefits are fully defined and agreed with stakeholders
• Work with the Programme Director/other project managers to understand the broader context in to which the project will deliver and act as champion for the IPS business plan
• Identify and manage relationships and inter-dependencies between projects and plan for a seamless transition in to the business.
• Understand the business case and be responsible for all project-related costs and benefits
• Be responsible for the development of all project related documents such as PID, business justification etc and provide regular reporting to senior directors and SROs.
• Ensure effective project controls including planning, reporting, risks and issues, quality and budget are delivered effectively and efficiently
• Ensure that the project is adequately resourced at all times
• Lead, coach, mentor the team, ensuring the project is running to IPS standards (which are based on PRINCE2, MSP and OGC Successful Delivery Toolkit)
• Provide advice and support to the Programme Director/other Project Managers
• Professional Leadership - Responsible for actively providing support and professional development for self and team.


1. Project Management: Level 6 (from the SFIA framework)

Takes full responsibility for the definition, documentation and satisfactory completion of medium-scale projects (typically lasting 6-12 months, with direct business impact, teams of 3-5 and firm deadlines). Identifies, assesses and manages risks to the success of the project. Provides effective leadership to the project team, and takes appropriate action where team performance deviates from agreed tolerances.

2. Supplier Relationship Management: Level 5 (from the SFIA framework)

Maintains a broad understanding of the commercial IT environment, how the organisation sources, deploys and manages external partners and when it is appropriate to use in-house resources. Is responsible for the management and implementation of supplier service improvement actions and programmes.

3. Stakeholder Relationship Management: Level 5 (from the SFIA framework)

Develops and manages one or more defined communication channels and/or stakeholder groups. Facilitates the business change decision-making processes and the planning and implementation of change

4. Change Implementation Planning & Management: Level 6 (SFIA framework)

Ensures that there is a business perspective on how the new technical capabilities will be delivered to the business, including planning around key business cycles, selecting appropriate customers for migration, etc. Initiates the business implementation plan, including all the activities that the business needs to do to prepare for new technical components and technologies. Outlines key business engagement messages that need to take place throughout the programme / project.

Desirable Criteria:

• Knowledge of OGC Gateway Review Process



• PRINCE-2 Practitioner qualification


• Previous experience of Systems Development Management
