Gambling Act 2005: Responsible Authority for Vulnerable Adults Consultation

This consultation has now ended. The consultation period was 13 October - 22 December 2006.

The following consultation paper outlines the Department for Culture, Media and Sport’s consideration of whether or not to prescribe a body responsible for advising a licensing authority about the protection of vulnerable persons.

 

One of the Act's licensing objectives concerns the protection of children and vulnerable persons. Although the Act designates several organisations to be responsible authorities in relation to premises licences, the list does not include a body for vulnerable adults. Under the Act, the Secretary of State has powers to prescribe any other person to be a responsible authority in relation to premises licences. This power could be exercised to prescribe an additional responsible authority for vulnerable persons. This paper examines what is required of such an authority, potential organisations for the role and evaluates various options, including not prescribing an authority.
