Competition to appoint a Financial Advisor (“Advisor”) on the potential sale of HMG’s student loans portfolio
The Department for Business Innovation and Skills (“The Department”) is evaluating options for a potential sale of its existing £25bn income- contingent student loan portfolio (“The Portfolio”).
The Advisor’s role would be to advise in the development and assessment of a repeatable sales programme and the potential implementation of the first sale.
The role of the Advisor would cover the feasibility and implementation stages of the transaction and specifically would comprise:
- Conducting detailed financial and credit analysis of The Portfolio
- Developing and structuring a repeatable model for sale
- Evaluating the associated policy, commercial, legal and other risks to, and implications for, the Government
- Assessing market appetite
- Obtaining a credit rating on the proposed structure
- Establishing appropriate governance, legal and servicing arrangements
- Potential implementation of the first sale
The Advisor would be offered the right to compete in a separate and subsequent procurement process in order to appoint institutions to find buyers for any financial instruments that may be issued as part of the sale process.
An Advisor must be able to demonstrate a track record of successfully structuring relevant transactions; provide unbiased, independent advice; provide deep market intelligence; and devote an experienced team to the transaction
The Department is part of the Government of the United Kingdom. The successful Advisor will be appointed following open, transparent and equal competition. Previous engagement with this or other UK student loan sales will not confer advantage. Subject to the fulfilment of the mandatory requirements of this role, applicants will be evaluated against objective, known criteria at all stages of the process.
The next stage of the procurement involves completing a Pre-Qualification Questionnaire, following which successful institutions will be contacted for further selection.
A completed Pre-Qualification Questionnaire (PQQ) must be submitted by email to firstname.lastname@example.org by noon on Tuesday 13th April 2010. The contract will start in late April/Early May and end at the conclusion of the first sale. The PQQ can be downloaded below:
