Funding for 2001-02 to 2003-04

1. On 16 November 2000 the Secretary of State for Education and Employment announced the resources to be provided for higher education for the financial years 2001-02 to 2003-04.

2. We have now received the details of the funding available for distribution by the HEFCE along with the planned student numbers for these years.

3. We welcome the continued expansion of student numbers and the additional funding. These will enable us to continue with our programmes to widen participation, to improve the links between higher education and industry and the community, and to address the past under-investment in human and physical resources within the sector.

4. The DfEE letter confirms the Secretary of State's priority areas for higher education. These are: tackling social exclusion through widening access, with the expectation that this is addressed across the higher education sector; further development of higher education links with business and the community; the development of foundation degrees; and the recruitment and retention of high quality academic and non-academic staff.

Student numbers

5. Planned student numbers increase in line with the Government's participation target - stated as 50 per cent of those aged 18 to 30 having the opportunity to benefit from higher education by 2010. The planned student numbers allow for 45,000 additional places for 2001-02, and a further 14,300 full-time equivalent places in each of 2002-03 and 2003-04. Many of these additional numbers are expected to be at foundation degree and other sub-degree levels.

6. The HEFCE Board will consider today's funding announcement on 14 December, when it will also consider options for how these funds should be distributed. The decisions reached at that meeting will be announced before Christmas.
