Learner Fees
The Skills Strategy White Paper published in July 2003 committed the LSC to develop ‘a new national framework for the setting of fees in further education’ that will involve setting ‘an aggregate income target for each college’ (21st Century Skills Realising our Potential). In response the LSC introduced fee income targets, on a rising scale of assumed fee income, to reach 50% by 2010/11, with a collection figure of 60% of the assumed fee income.
To reflect the strategic importance of generating fee income and contributions to the cost of learning from learners, the LSC has introduced a structured, nationally consistent Target Setting Framework for agreeing fee and private income targets with
ADULT LEARNER RESPONSIVE PROVIDERS.
