HEFCE was asked by the former DIUS Secretary of State, John Denham, to consider issues relevant to understanding higher education institutional performance. The report answered the following questions:
- How can we better understand and measure the performance of higher education institutions in ways that recognise the individual missions of each one?
- What possible performance measures of quality are there and how can such measures can take account of the different missions of different institutions?
