Your role as a partner organisation

The Department for Business, Innovation and Skills has a network of some 70 partner organisations that work to deliver its strategic priorities. Partners are responsible for 80 per cent of our expenditure.

These include our four executive agencies – Companies House, the Insolvency Service, the Intellectual Property Office and the National Measurement Office.

Other partners have roles and responsibilities in five key areas – science and research, innovation and enterprise, universities and skills, fair markets and business. Partners in these areas include the nine Regional Development Agencies and the seven Research Councils.

What do you do as a partner?

Partner organisations deliver a vast range of services, advice and information to the Department, people and other organisations. For example, BIS-funded Research Councils work with over 2,900 companies in sectors ranging from broadcasting to biotechnology and engineering to insurance.

Executive non-departmental public bodies (NDPBs) such as the Competition Commission carry out administrative, commercial, executive or regulatory functions on behalf of Government.

Advisory NDPBs such as the Low Pay Commission and Council for Science and Technology provide independent expert advice or input into the policy-making process.

How BIS works with partners?

Each partner organisation has a relationship manager, known as a sponsor, located within BIS. The sponsor looks after the day-to-day relationship with the partner organisation.

Their responsibilities include making sure that finance is spent in the right way and ensuring that agreed performance targets are reached.

What are the Department’s future plans for working with partner organisations?

Building strong and more effective relations with our network of partner organisations is crucial to the Department’s future success.

To do this we are delivering the recommendations of the report BIS and its Delivery Partners, which includes improving the ways we work together and better financial management.

We are building these relationships to ensure we are working in genuine partnership to deliver our policies.
