The common evidence base
The common evidence base (CEB) measures the relative benefit for improving local study opportunities of new HE provision. Its role in proposals for higher education centres is set in 'A new "University Challenge": proposals for higher education centres' (HEFCE 2009/07). The explanatory note below describes the construction and use of the CEB.
Each of the twelve measures in the common evidence base is shown as a map. These maps are provided as both a pdf file and as a png image file (which can be used in documents or presentations). The text data file available with these maps reports all the benefit measures at ward level. The first portion of this file describes the file contents.
In addition a series of context maps shows some of the components that contribute to the geography of the CEB. These additional context maps are not part of the CEB, and do not provide alternatives to the benefit statistics in the CEB. Instead their purpose is to help users of the CEB understand how the geography of the benefit statistics has arisen.
