On July 1st on Twitter, Lord Drayson promised to address misunderstandings about the UK Innovation Investment Fund. His response is below:

The new UK Innovation Investment Fund that Peter Mandelson and I announced last week has caused confusion among some commentators.

So let me clarify its structure and purpose.

The Government is the cornerstone investor in this fund, which means we're putting in £150 million. We expect this £150 million to be matched by private investors on the same terms as the Government, and over 10 years, we aim to turn this into a £1 billion fund.

Ten years is the time frame for money to be raised and allocated – and for investors to see returns.

Private investors like UK pension funds haven't previously had the opportunity to invest in a fund of this scale. And that's the key point here.

Government is making this substantial initial commitment so that we achieve a fund that can compete with equivalents in the United States.

These billion-dollar-plus US funds have the scale to keep faith with promising high-tech firms. They have the resources to provide significant follow-on investments. Where they stipulate that no firm can receive more than 10 per cent of the value of the entire fund, they're still making sizable investments through which companies can become global concerns.

We've not had this capability in the UK. Now we do. It's time to protect our best companies through the downturn and support them through further economic cycles.

Following the merger of DIUS and BERR to form the Department for Business Innovation and Skills in June, Lord Drayson answered questions from fellow Twitter users about the new department and his new joint role with the Ministry of Defence.

Space constraints prevent us from posting the entire exchange here, but many science bloggers involved in the discussion reported on it afterwards. And now thanks to a link from Twitter user @skyponderer, the the whole conversation can be viewed here.

We put this question to the Department for Health and have posted their response from a spokesperson below:

“Patients have made clear that they value the choice of using a personal telephone to remain in contact with family and friends and this service is available at around 80,000 NHS hospital beds. Most callers to patients are made aware of the charges by recorded announcement at the beginning of each telephone call and they have the option of continuing with the call or making a short call to the patient so the patient can make a cheaper outgoing call of 10p per minute.

“This service is free to the NHS and the firms contracted to supply the service pay the installation, maintenance and running costs.”
