This document is draft statutory Guidance to support local authorities in producing Local Transport Plans. It applies to local authorities outside of London required to produce a Local Transport Plan under the Transport Act 2000, as amended by the Local Transport Act 2008. The first and second round of Local Transport Plans (LTPs) cover 2001-06 and 2006-11. This Guidance applies to all LTPs after these rounds and has effect until further guidance is produced.

Proposal for a Directive of the European Parliament and of the Council amending Directive 1999/62/EC
This consultation seeks views on the European Commission's recent proposal to amend Directive 1999/62/EC (the so-called "Eurovignette" Directive) which sets out rules governing the use of tolls, user charges and vehicle excise duties on heavy goods vehicles. The proposal was published on 8 July, with a revision forwaded to the Council on 19 August 2008. This proposal forms part of a wider "Greening of Transport" package, which includes an impact assessment.

Charging of heavy goods vehicles for the use of certain infrastructure - regulations
In 2006 a Directive was adopted amending EU rules on tolls and charges for lorries (2006/38 EC). The Directive does not require member states to levy tolls and charges for lorries, but where member states choose to do this they must respect the rules in the Directive. This document sets out, for consultation, our proposals for transposing the Directive into national law.

Consultation on the retrofitting of devices for indirect vision (mirrors) on motor vehicles
This consultation concerns amendments to regulation 33 of the Road Vehicles (Construction and Use) Regulations 1986. The amendments are necessary to implement the European Community Directive 2007/38/EC. This Directive imposes requirements for improved mirrors to be fitted to existing goods vehicles so as to increase the driver’s field of vision and reduce blind spots.

Vehicle lighting and construction regulations - proposed amendments
Consultation on changes to the Road Vehicle Lighting Regulations and Construction and Use Regulations. These proposals aim to improve the visibility of large goods vehicles, permit vehicles, such as police cars, to use distinctive retro-reflective markings (battenburg), allow mountain rescue vehicles used for emergency purposes to be fitted with blue warning beacons and sirens and to make minor amendments to align with European regulations and clarify the use of lights on parked goods vehicles.

UK Implementation & Ratification of the Nairobi International Convention on Removal of Wrecks, 2007
This document sets out the Government’s proposals for implementing the Nairobi International Convention on the Removal of Wrecks 2007 (ICRW). The purpose of the ICRW is to provide a uniform legal basis for States Parties to locate, mark and remove, or have removed, wrecks which pose a hazard to navigation or the marine environment. The ICRW also contains provisions to assist a State Party in recovering from the shipowner the costs associated with removal of a wreck.

The revised 2008 code provides guidance to the aviation industry (travel agents, tour operators, UK airlines, UK airports, designers and ground handling staff) to help them meet the new obligations contained in European Regulation No: 1107/2006 concerning the rights of disabled persons and persons with reduced mobility when travelling by air.

Dartford - Thurrock Crossing - Discounted charges for local residents consultation
Consultation on the proposed local discount scheme for residents of Dartford and Thurrock Council areas.
