Defra's Third Sector Strategy

Greener living fund

Defra has launched a new fund to promote greener living. Over £6 million is being made available to support both projects and programmes by national delivery partners between November 2008 and March 2011.

The fund will offer 2 year funding to a small number of national delivery partners. Starting with a bidding phase in 2008, its main delivery phase will run between April 2009 to March 2011 and it will complement other initiatives under the ‘Act on CO2’ banner.

Purpose of funding

To secure funding, applicants had to draw up, and show that they had the  ability and reach to implement, projects or programmes that would influence pro-environmental behaviours in the wider population.

Applicants will need to demonstrate that they have the ability and reach to influence behavioural change at a grass roots level. Additionally, we hope that our funding will enable them to leverage support from elsewhere, to further greener living ideas.

The assessment criteria includes establishing if the applicant presents evidence of a clear understanding of the target audience, the potential to change behaviour and  approaches which may be adopted to engage them and enable more sustainable living.

Selection of delivery partners

Delivery partners will be selected competitively through a two stage application process. The first phase of the GLF fund application process has now closed. Interested organisations were invited to submit the first stage application form (PDF 170 KB) and a short concept note, following the standard template (Guidance - instructions for applicants, PDF 260 KB).

The concept included short explanations of how the intended programme or projects would meet the objectives of the GLF fund.

Submission of Concept notes

We received 112 applications from Third Sector organizations who wanted to lead projects/programmes in GLF requesting £58m in support, nearly 10 times the amount we had available. From this initial list, 17 organizations have been shortlisted for the second stage. They are in alphabetical order:

  1. ActionAid
  2. British Trust for Conservation Volunteers (BTCV)
  3. Climate Group
  4. Climate Outreach and Information Network (COIN)
  5. Co-operatives UK
  6. Global Action Plan
  7. Help the Aged
  8. Low Carbon Communities Network
  9. Marine Stewardship Council (MSC)
  10. National Trust
  11. National Union of Students
  12. redesign
  13. Royal Society for the Protection of Birds (RSPB)
  14. Sustainable Energy Academy (SEA)
  15. Sustrans
  16. Waterwise Project
  17. Woodcraft Folk

Submission of Full Applications

These candidates have now been invited to submit full applications for the second stage of the application process.

Delivery Partners

We envisage that as many as 10 applicants from this group could be selected to become delivery partners, through the award of GLF grants. The minimum level of grant awarded will be £200k over two years (not including project preparation).
