Export of hides and skins to the People’s Republic of China
1. The purpose of this CIN is to inform interested organisations of a change in the processing of certification procedures for the export of Cattle Hides and Sheep Skins to the People’s Republic of China on export health certificates 6268EHC and 5725EHC.
2. This follows concerns expressed by the Chinese authorities on the poor presentation of these EHC’s accompanying hides and skins consignments to the People’s Republic of China.
3. As a result, a new processing procedure will be implemented by Animal Health over the coming weeks. As an interim measure, a trial of the new system is expected to be implemented week commencing Monday 2 March 2009 for selected exporters to test the new processing procedures. A further Customer Information Note will be issued upon successful completion of the trial informing interested organisations of the full implementation of the new procedures for this area of trade. Details of the new procedures can be found at paragraph 5 below.
4. The new procedure will be for all consignments of Hides and skins dispatched on export health certificates 6268EHC and 5725EHC, where the certifying Official Veterinarian does not have the facility to produce a fully typed certificate.
5. The new procedure is as follows:
- Exporter/agent of exporter completes sections I - IV of new China Hides and Skins application form(s) (EXA 10 China 6268EHC (Rev. 2/09) or EXA 10 China 5725EHC (Rev. 2/09)), which are available from the animal Health website via the enclosed link;

- Exporter/agent of exporter forwards EXA 10 China application form to their nominated panel 1l Official Veterinarian for inspection of consignment prior to dispatch and completion of health attestation section V of the application;
- Fully completed and signed EXA 10 China application form is submitted to Central Operations for Export at Carlisle (details below) either by fax, post or scanned e-mail;

- Central Operations for Export at Carlisle will produce a fully typed export health certificate based on the details provided in sections I – IV of the EXA 10 China application form;
- A Veterinary Officer in Central Operations for Export at Carlisle will then certify the health attestation of the export certificate based on the veterinary declaration received from the Official Veterinarian, date, stamp and sign the certificate;
- Central Operations for Export at Carlisle will forward the completed export health certificate by 1st class post directly to the exporter as per the details listed at Section IV of the EXA 10 China.
6. Any Official Veterinarians who currently do not produce fully typed copies of 6268EHC or 5725EHC, but wish to do so in the future should contact Central Operations for Export at Carlisle to ascertain the minimum standard requirements required for such a procedure.
7. Existing Official Veterinarians who produce fully typed copies of 6268EHC or 5725EHC may continue to operate this procedure. Applications for such certificates should be made on the standard EXA10 (Rev. 2/02) application form by exporters.
8. Upon full implementation of this new procedure 6268EHC and 5725EHC will be available as bi-lingual documents in English and Chinese, therefore, it will be necessary for Animal Health offices and Central Operations for Export at Carlisle to cancel and recall all copies of outstanding 6268EHC and 5725EHC. Cancellation and recall of 6268EHC and 5725EHC will also be necessary from Official Veterinarians who are able to provide a fully typed copy of these certificates due to the to documents been made available bi-lingually. Instructions will be issued by the relevant issuing office at the time of full procedure implementation.
