Purpose
1. To inform exporters of recent and future changes to the management of export certification work following the decision to transfer the responsibility for issuing export certificates to Central Operations Unit in Carlisle.
Background
2. As at 31 December 2008, the following Animal Health Offices have transferred their responsibility for the issue of export certificates to Central Operations Carlisle:
- Bury St Edmunds (except horse exports)
- Caernarfon
- Cardiff
- Carlisle
- Carmarthen
- Exeter
- Gloucester (except horse exports)
- Leicester (except germplasm exports)
- Lincoln
- Newcastle
- Preston
- Reading (except horse exports)
- Reigate (except horse exports)
- Stafford
- Taunton
- Truro
3. The following Animal Health Offices have yet to transfer their work on issuing export certificates to Central Operations Carlisle
- Ayr
- Chelmsford
- Galashiels
- Inverness
- Inverurie
- Leeds
- Perth
- Worcester
Export work for these Animal Health Offices, and any remaining export work from offices in paragraph 2, will be transferred during 2009.
Precise timings for these transfers are not known because of fluctuations in seasonal workload and other resource issues which may affect the timing of work transfer. Any queries on when the export work is likely to be transferred should be addressed to:

Notification of Work Transferring to Central Operations Carlisle
4. When work is about to be transferred, the relevant Animal Health Office will inform all regular exporters, exporters with pending applications already submitted and all Offiicial Veterinarian practices doing export work in their area of the date of transfer.
Functions of Central Operations Carlisle
5. Central Operations Carlisle will carry out centrally the same export related functions that were previously carried out by local Animal Health Offices. These functions include answering exporter queries, providing specimen copies of certificates, processing applications and issuing certificates.
Queries and Routes of Communication
6. Exporters should continue to direct any queries through one of two routes:
- 1. If their local Animal Health Office has already had their export work centralised all queries should be directed through Central Operations Carlisle;
- 2. If their local Animal Health Office has not yet had their export work centralised all queries should continue to be directed to that office until centralisation has taken place.
7. Queries that may arise after centralisation relating to a particular certificate which was issued by an exporter’s local Animal Health Office prior to centralisation, should still be directed to the local office which issued the certificate.
Functions of the International Animal Health Service Delivery Unit at Lincoln (Lincoln IAHSDU)
8. The functions performed by Lincoln IAHSDU have not been changed as a result of the centralisation programme of export work to Carlisle.
