Follow-up: Simplified certification of registered horses for movement within the European Union

Purpose

1.       This Customer Information Note is to clarify the use of ‘Official Veterinarian’ in paragraph 2 of CIN AE/08/164 issued on 14 November 2008, regarding review of certification requirement for the return of ‘registered horses’ visiting Great Britain (GB) to either their EU Member State of origin or to another Member State.  

2.       ‘Official Veterinarian’ means a veterinarian authorised by the Veterinary Authority of the country to perform certain designated official tasks associated with animal health and/or public health and inspections of commodities and, when appropriate, to certify in conformity with the provisions of Chapters 5.1. and 5.2. of the OIE Terrestrial Code.

3.       The use of the term ‘Official Veterinarian’ has caused some people to think that the original unexpired Intra Trade Animal Health Certificate (ITAHC (PDF 205 KB)) in accordance with the model at Annex B of Council Directive 90/426/EEC or a health attestation in accordance with Annex B, must be signed by a GB ‘Official Veterinarian’ (i.e. a Licensed Veterinary Inspector) when the animal returns to its Member State of origin or another Member State.  This is not the case.  As long as the certificate or health attestation has not expired, it needs no further certification for the movement of the animal within the EU.
