Purpose

To advise you of amendments to Community legislation affecting imports of certain live animals and their meat and Residue Monitoring Plans for imports of certain animal products.

Background

Live animals, fresh meat and mince

Council Decision 79/542/EEC (1) as amended has been amended by Commission Decision 2008/752/EC (2) in respect of a number of issues, mainly in respect references to public health legislation, TSEs and animal welfare issues

The amendments includes revised third country lists and model certificates for animals and meat. 

The Decision applies from 1 July, so the health certificates can be used straight away.  However, consignments for which veterinary certificates were issued in accordance with the models established by Decision 79/542/EEC before the amendments introduced the latest Decision and with an issue date prior to 31 December 2008, shall be accepted for import into the Community.

Any consignments accompanied by a health certificate in the 'old' format with an issue date on or after 31 December 2008 will be refused import and must be destroyed or re-exported.

Residue Monitoring Plans

Commission Decision 2004/432/EC (3) has been amended by Decision 2008/772/EC (4). The changes are as follows:

  • Eggs from China;
  • Farmed game from Israel;
  • Equine, poultry and aquaculture from the Ukraine;
  • Wild and farmed game from South Africa; and
  • Some mistakes concerning the numbering of some footnotes have been corrected.

The changes to Residue Monitoring Plans apply from 30 September.

International Animal Health, Imports Team

(1) drawing up a list of third countries or parts of third countries, and laying down animal and public health and veterinary certification conditions, for importation into the Community of certain live animals and their fresh meat (OJ No. L146, 14.6.1979, p. 15).

(2) amending Annexes I and II to Council Decision 79/542/EEC as regards certification requirements for imports into the Community of certain live ungulate animals and their fresh meat (OJ No. L261, 30.9.2008, p. 1)

(3) On the approval of residue monitoring plans submitted by third countries in accordance with Council Directive 96/23/EC (OJ No. L263, 2.10.2008, p. 20).
