The National Offender Management Service (NOMS) has published its first Strategic and Business Plans for the new agency. The document describes the strategic priorities for NOMS to 2011 and sets out the objectives and targets to be achieved during 2009-10.
The report supports the Ministry of Justice Corporate Plan, published on 19 January 2009, and builds on the NOMS Agency Framework Document, published in July 2008.
NOMS has the twin aims of protecting the public and reducing reoffending. It is responsible for commissioning and delivering adult offender management services both in custody and in the community in England and Wales.
