Appointment of Lord Justices of Appeal in NI

The Queen has been pleased to approve that The Honourable Mr Justice Higgins and the Honourable Mr Justice Girvan appointed to the Court of Appeal in Northern Ireland upon the retirement of Sir Michael Nicholson and Sir John Sheil.

Biographical Note

Sir Malachy Higgins was educated at The Queen’s University, Belfast. He was called to the Bar of Northern Ireland in 1969 and to the Bar of Ireland in 1978. He took silk in 1985. He was appointed to the County Court Bench in 1988 and was Recorder of Londonderry from 1990 to 1993 before being appointed as a High Court judge in 1993. He is currently the senior Queen’s Bench Division judge. Sir Malachy Higgins is married and has three children.     

Sir Paul Girvan was educated at Cambridge University and The Queen’s University, Belfast. He was called to the Bar of Northern Ireland in 1971, took silk in 1983 and was appointed a High Court judge in April 1995. He was a Junior Crown Counsel in the Chancery Division for Northern Ireland from 1979 to 1983 and was Chairman of the Law Reform Advisory Committee for Northern Ireland from 1997 to 2004.

He was Chairman of the Council of Law Reporting for Northern Ireland from 1994 to 2001 and has been an honorary bencher of Gray’s Inn since 1999. He is currently one of two judicial review judges in the High Court, having previously served as the Chancery judge. Sir Paul Girvan is married with three children.
