Local Authority Funding: Waste Procurement

Market Shaping

One of the challenges involved in delivering the EU Landfill Directive targets is to ensure that enough facilities are in place for managing municipal waste as landfill diminishes in importance, and making sure that this is done without involving excessive costs.

The Office of Government Commerce (OGC) has a programme of work (the “Kelly Programme”) aimed at increasing competition and improving long-term capacity planning in the government market place. Defra is working closely with the OGC on the waste management market to see how the public sector can do better at planning its procurements and communicating its needs to industry in a way that best uses available capacity within markets and enables industry to respond effectively, innovatively and at an affordable price. This programme of work is being carried out together with the Office of Fair Trading (OFT) and the local authority Regional Centres of Excellence.

OGC assistance through the Kelly programme should help with the delivery of waste efficiency gains, building up a more complete picture of public sector demand for waste services and improved processes for collecting data. It should also help in identifying opportunities for collaboration between Local Authorities.

During 2005, the aim is to develop a stronger dialogue on demand requirements for waste services with suppliers, leading to improved capacity planning for bidding and delivery by suppliers."
