Efficiency Programme

The Gershon review of efficiency was a major component of the 2004 Spending Review. Its aim was to explore a number of workstreams across the whole of the public sector, and identify where organisations could generate efficiency savings either through their own initiatives or by making better use of shared or pooled arrangements. This included procurement such as local authority expenditure on waste.

As part of the SR2004 settlement, Defra is working with local authorities to oversee delivery - by 2007-08 - of around £300 million worth of efficiency gains on waste services. This will involve more effective joint working, promoting best practice, and help with standardisation of procurement operations:

  • An Efficiency Technical note (ETN) was published in November 2004, setting out how Defra will measure the implementation of efficiencies.
  • Detailed guidance for local authorities on Delivering Efficiency in Local Services, including waste and street cleansing activities, is available on the Office of the Deputy Prime Minister’s website

These documents bring together information for local authority waste management officers on Defra actions to achieve efficiency gains in this area, including through greater incentives for authorities to consider joint procurement.

Defra have published a report to record what was done and said in a selection of Winter Road Shows by summarising feedback and issues tabled by delegates.
