Coastal issues
Managing coastal activities: a guide for local authorities (available on this site)
Estuaries and coasts, with their unique features, provide great diversity
of opportunities for recreation and tourism. Commercial organisations,
recreational groups and individuals all use the coast for enjoyment through
a wide variety of activities. Local authorities, with harbour authorities
and the Maritime and Coastguard Agency, are best placed to facilitate
the management of coastal related activities.
This guide has been developed through consultation with local authorities,
recreational representatives and users, harbour authorities, the Maritime
and Coastguard Agency and others. Whilst focusing on local authorities
in England, the guide should also be useful for harbour authorities and
other bodies with coastal responsibilities.

Report
of a research project on motor vehicles on byways open to all traffic

Jointly issued by Defra and the Countryside Agency
This research was commissioned by the Department for Environment, Food
and Rural Affairs (Defra) and the Countryside Agency to quantify the level
of motor vehicle use on byways open to all traffic in England and to assess
the implications of use for the network and its management. The scope
of the work was confined to byways open to all traffic although unclassified
county roads and roads used as public paths were to be included where
they interact with byways open to all traffic.

Rights of way improvement plans: statutory guidance to local highway authorities in England (available on this site)
Rights of way improvement plans are intended to be the prime means by
which local highway authorities will identify the changes to be made,
in respect of the managements and improvements, to their local rights
of way network in order to meet the Governments aim of better provision
for walkers, cyclists, equestrians and people with mobility problems.
This guidance is for local highway authorities in England. The National
Assembly for Wales is responsible for issuing guidance to Welsh local
highway authorities.

Rural economy and services
A report
of research on the horse industry in Great Britain (available

Prepared by the Henley Centre, commissioned by Defra, the British Horse
Industry Confederation, with the National Assembly for Wales and the Scottish
Executive.
In September 2003 The Henley Centre was appointed to undertake research
to provide the information and insight needed to underpin the development
of a long-term strategy for the horse industry. The strategy will set
out a vision of where the horse industry would like to be in ten years,
and how the Government can provide support. The strategy will cover the
industrys capacity for making a greater economic contribution within
a framework of sustainable development. The research has two objectives:
firstly, to establish a baseline for the industry, that is,
to develop a workable definition of the horse industry and to take this
forward by economically sizing the industry given the available data;
and secondly, to investigate the predominant strategic issues for the
industry over the next ten years. This report provides the findings of
the research - a summary of the findings is also available (see next item).

Rural recovery after foot-and-mouth disease
Report by Lord Haskins to the Prime Minister, October 2001
Christopher Haskins, Chairman of Northern Foods, was asked by the Prime
Minister in July 2001 to look at the problems encountered by the Cumbrian
rural economy as a result of the foot and mouth disease outbreak. Lord
Haskins visited Cumbria and other areas affected by the FMD outbreak -
Devon, Gloucestershire and North Yorkshire - to collect evidence for his
report.

Rural services review: reviewing standards 2004 (available on this site)
The Rural Services Standard was first published in the Rural White Paper
Our countryside: the future in 2000. It links with the Governments
commitment to rural proof its policies by ensuring rural needs are at
the heart of policy making. It gives people in rural areas a better understanding
of the access to services they can expect. Following a review last year
when it became clear that the Rural Services Review was not delivering
all its objectives, the new style review incorporates the ideals of the
rural services standards but shows how national standards are being taken
forward at the level of the individual or local area.

The England Rural Development Programme (ERDP) is a seven-year programme launched in October 2000 and funded by the European Union and government to provide assistance for rural development. It has been approved by the European Commission and implements the Rural Development Regulation (Council Regulation 1257/1999) or "second pillar of the CAP". The Rural Development Regulation brings together a number of formerly separate measures for assisting rural development, and the Programme makes use of these through ten schemes which aim to assist the adaptation and development of rural areas, economies and communities and the conservation and improvement of the rural environment. Four of the schemes are new, six already exist but in some cases are being modified.
