Appointments To The Board Of The Consumer Council For Water
Phil Woolas, Minister for Water, has made the following appointments to the Board of the Consumer Council for Water (CCWater):
- Sir James Perowne – Chair of the Regional Committee for the Central & Eastern Regions
- David Bland OBE – Chair of the Regional Committee for the Thames & South East Regions
- Colette Isaaks – Independent Member.
Phil Woolas said:
“I am pleased to confirm the appointments of Sir James Perowne and David Bland as Chairs of the merged Regional Committees and to welcome Colette Isaaks onto the CCWater board as an independent member. CCWater has a vital role as a consumer champion, holding water companies, regulators and Government to account. These appointments will help CCWater to continue to effectively represent the views of consumers as we go through what is a very challenging time for the water sector.”
Dame Yve Buckland, Chair of Consumer Council for Water said:

- These appointments have been made in accordance with guidance issued by the Office for the Commissioner for Public Appointments (OCPA). They are for four years and will take effect on 1 September.
- All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the Nolan recommendations, there is a requirement for appointees political activity (if any declared) to be made public. None of the above candidates made such a declaration.
- These appointments were made in consultation with the Chair of CCWater, Dame Yve Buckland.
Biographical Details:
Sir James Perowne
James Perowne is currently the interim Chair of the CCWater Regional Committee for the Central and Eastern Regions. James was formerly the Chair of the Midlands Committee (before it was merged with the Eastern Committee) and before that Chair of the Central WaterVoice Committee. James is also President of the Association of Royal Navy Officers, President of the Royal Navy Benevolent Society for Officers, President of the Submariners’ Association, and Trustee of the British Forces Foundation. He is also a Panellist for the general medical Council and a member of the Ministry of Justice Judicial Review Board. Sir James, who was in submarines for much of his career, is a Graduate of the Royal College of Defence Studies and gained the Queen's Sword from Britannia Royal Naval College Dartmouth. Sir James will be paid £34,843 a year for a 3 day week.
Professor David Bland OBE
David Bland is currently the interim Chair of Regional Committee for the Thames and South East Regions and was formerly the Chair of the Regional Committee for the Thames Region before its merger with the Southern Committee. David is Chairman of Viapost Ltd. He is a Visiting Professor at Cass Business School (City University), Chairman of Tiercel Residential plc and a Warden of the Worshipful Company of Insurers. David was formerly a member of Postwatch Council and Chair of its South East Region, Pro-Vice-Chancellor at the University of Sheffield, Chief Executive of the Chartered Insurance Institute and Head of the East London Business School (University of East London). David was awarded the OBE in 1989 for education in the financial services sector. David will be paid £ 34,843 a year for a 3 day week.
Colette Isaaks
Colette Isaaks is a new appointment to CCWater. Colette was formerly Head of Consumer Protection for Legal Services in England and Wales at the Department for Constitutional Affairs (now Ministry of Justice), Head of Consumer Protection at the National Lottery Commission and an Enforcement Officer at the Financial Services Authority. Colette began her career working in Regulatory Risk Management at PricewaterhouseCoopers. This appointment is a return to work for Colette after a career break of three years to raise her family. Colette will be paid £7553 a year for 2 days a month.
