Import of Ammonium Nitrate - Notification

Within the Ammonium Nitrate Materials (High Nitrogen Content) Safety Regulations 2003 all imports into Great Britain of relevant Ammonium Nitrate material from outside the EU are required to be notified to Defra. (see below)

"Relevant Ammonium Nitrate Material" is defined as:

a) ammonium nitrate in solid form, where its nitrogen content is more than 28% of its weight,

b) material in solid form, comprising a mixture of components, one of which is ammonium nitrate, in circumstances where the nitrogen content derived from ammonium nitrate is more than 28% of the material by weight.

Papers required by Defra

A copy of the following documents must be sent no later than 5 days before the anticipated date of arrival of the AN fertiliser into a GB port:

  • Identification document
  • A Sample Certificate
  • A Detonation Resistance Test (DRT) Certificate

a) An identification document showing:

1. the importers name and address;
2. the quantity of the AN material in the batch;

3. the reference number of the Detonation Resistance Test Certificate together with a certificate from a sampling body certifying the sample passed the Detonation Resistance Test and was representative of the batch;

4. the actual date and place of loading the material onto the vessel for delivery into Great Britain;

5. the name of the vessel;

6. the port of departure and port of arrival.

7. the date of arrival,

8. the date of off loading the material.

9. the name and address of the person to receive some/all of the material into a store immediately following importation.

10. details of the location of each store for the material and the quantity destined for each store;

11. evidence that each store which receives the imported material is available to the importer and the person who controls that store can legally take delivery of the intended quantity of material at that store;

12. if applicable, the name and address of any purchaser or intended purchaser of some/all of the material;
13. a statement of the intended end use of the material; and
14. if the material is intended to be used as a fertiliser or as an ingredient of a fertiliser, details of the declared CN code number to the Commissioners for Customs and Excise under the Integrated Customs Tariff of the United Kingdom (2002 edition)

b) "Detonation Resistance Test Certificate" means the original or a guaranteed (signed and authorised by a duly appointed person in the accredited laboratory) copy of a certificate issued by a competent laboratory in the English language relating to a Detonation Resistance Test of a sample of relevant ammonium nitrate material confirming that the tested sample is resistant to detonation.

c) "Sampling Certificate" When ammonium nitrate material is imported from outside of the European Union it must be accompanied by a certificate from a sampling body certifying a representative sample of the material has been taken and been subjected to a Detonation Resistance Test undertaken in a competent laboratory within the European Union not more than sixty days before the material arrives into Great Britain.Completed notification forms should be sent to the Fertilisers Mailbox within Defra or Fax: 00 44 (0) 207 238 3082.
