The Compact

The Compact is the agreement between the Government and the voluntary and community sector to improve their relationship for the benefit of each other and the communities they serve. It was published in 1998. The Compact sets out:
- a shared vision and principles
- undertakings from both sides
- Government’s commitment to respect the independence of the sector
- systems to help make sure that the agreement works.
Full Cost Recovery
At our Working Together Conference: Implementing the Compact Code on Funding and Procurement within Defra on 21st of February 2005 Feedback from delegates (both VCS and Defra) indicated that there was real confusion about how to apply Full Cost Recovery (FCR).
In response to these concerns the Defra Compact Group commissioned a piece of work which aimed to increase our understanding of the progress made to date in implementing FCR (both within Defra and amongst our VCS stakeholders) and to explore the challenges and opportunities involved in taking the full cost recovery agenda forward.

The Compact Funding Code states that Public sector Funders will:
‘Recognise that it is legitimate for providers to include the relevant element of overhead costs in their estimates for providing a given service’
