Local government performance framework

The Local Government White Paper (published in October 2006) set out a new performance framework for local government. The backbone of the new framework are the 198 indicators covering all Government’s priorities for local delivery. Local Government will be required to report their performance against these indicators from April 2008.

Following extensive consultation in 2007, Communities and Local Government has now confirmed the technical definitions of a first tranch of 138 indicators which include twelve indicators directly related to the delivery of Defras Public Service Agreements (PSAs) and Departmental Strategic Objectives (DSOs). These are:

  • NI 185 - Percentage CO2 reduction from LA operations
  • NI 186 – Per capita CO2 emissions in the LA area
  • NI 187 - Tackling fuel poverty - % of people receiving income based benefits living in homes with a low and high energy efficiency rating
  • NI 188 – Planning to Adapt to Climate Change
  • NI 189 - Flood and coastal erosion risk management
  • NI 191 - Residual household waste per household
  • NI 192 - Household waste reused, recycled and composted
  • NI 193 - Municipal waste land filled
  • NI194: Air quality - % reduction in NOx and primary PM10 emissions through local authority’s estate and operations
  • NI 195 – Improved street and environmental cleanliness (levels of graffiti, litter, detritus and fly posting)
  • NI 196 - Improved street and environmental cleanliness – fly tipping
  • NI 197 - Improved Local Biodiversity – proportion of Local Sites where positive conservation management has been or is being implemented

Defra’s final indicator ‘NI 190 - Achievement in meeting standards for the control system for animal health’ is still in development and will be introduced in 2009/10 following the development of the new Framework Agreement for the delivery of services in animal health and welfare.

Further guidance

Defra is putting the finishing touches on the further guidance, tools and spreadsheets that support the technical definitions and these should be available shortly via this webpage.
