The DTI's Better Regulation Programme is about achieving a light-touch regulatory environment. This means reducing red tape
and burdens on business whilst maintaining standards of protection for public, consumers, employees and business, whilst complying
with our Community obligations. Reducing red tape in UK and EU legislation is a key driver in promoting the enterprise society
and raising Britain's productivity and worldwide competitiveness.
Energy Group is contributing to this agenda and is committed to help position the department at the forefront of better policy
making. To this end, the group has undertaken a project to ensure better regulation principles underpin its approach to delivering
its business objectives and contribute to the DTI's simplification plan.
Better Regulation Project
As well as utilising the outcomes of the administrative burdens mapping, energy group worked with stakeholders, through extensive
industry input, to identify key areas of simplification in its regulations. The project’s aims were to identify options for
streamlining, simplification, consolidation and abolition of existing legislation. It also worked towards embedding processes
such that future regulation is implemented to achieve its outcomes in a more efficient way.
The project was carried out in partnership with Ofgem and, as well as industry, the project team engaged with OGDs to attain
a broader view across government.
The project team has engaged with stakeholders through bilateral meetings, presentations, market sector discussions, written
correspondence, website materials and circulars to obtain feedback. In addition, the Energy Institute hosted a seminar for
a significant cross-section of the energy industry to gather views for the project.
An interim report, reflecting the wide range of issues raised and potential solutions, was issued in July, to which the project
team received further feedback.
The project team has now published the project final report (see Related Documents). The report sets out the work which has been done during the project, work that will be undertaken
in the future and the reasoning behind decisions for not addressing some of the issues raised during the informal consultation
with stakeholders.
