Progress report 3
The Lorry Road-User Charge, first announced by the Chancellor Budget 2001, today moves into a major new phase in the programme. The first two progress reports mapped out possible solutions and gave detail about our policy aims. Progress Report 3 explains how we will be pressing ahead into the procurement stage. After careful planning, working closely with the industry, we are now in a position to ask the market to produce a solution that meets our objectives. We are learning lessons from experiences in other countries and in light of experiences elsewhere, we have concluded that our project timetable must include a comprehensive testing phase with thorough monitoring of how the systems are operating and whether objectives are being met. Progress Report 3 also includes the latest timetable for the project.
