Policy review of children and young people

Budget 2006 announced that the 2007 Comprehensive Spending Review would be informed by a series of policy reviews, one of which was a review of children and young people, building on the Government's strategy to improve their outcomes. Terms of reference of the Review.

The Review consists of four sub-reviews. A final report in response to two of those sub-reviews was published on 29 March 2007, setting out the action the Government will now take to:

  • raise the life chances of all children and young people, preventing problems by building resilience to the risks of poor outcomes and supporting children and young people as soon as possible when problems emerge; and
  • support for those families with the poorest outcomes - caught in a cycle of low achievement.

The reports on this page are available in Adobe Acrobat Portable Document Format (PDF). If you do not have Adobe Acrobat installed on your computer you can download the software free of charge from the Adobe website. The other two sub-reviews, on support for families with disabled children and a ten year strategy for youth services, will report later in Spring 2007.

A discussion paper, published on 9 January 2007, reports on the evidence that has been gathered to inform the Review of Children and Young People. It also provides a discussion of the issues and challenges raised by that evidence. A young people's version of this discussion document is also available.

The Review was tasked with responding to specific questions as part of its terms of reference. In August 2006, the Review sought contributions to inform responses to those questions from individuals and organisations with an interest in children and young people's policy. Request for evidence. Access to the evidence submitted is available below, grouped according to the area of the Review it informs.
