When we become aware of an incident (e.g. an outbreak of disease) which may constitute a serious threat to animal or public health, we can issue a Declaration making it an offence to import specified animals and/or animal products from the affected country or region. The Declaration is signed by a senior Ministry veterinary officer on behalf of the Minister. The power to issue Declarations is provided by Animals and Animal Products (Import and Export) (England) Regulations 2006, and their equivalent in Scotland and Wales, and The Products of Animal Origin (Import and Export) (Amendment) (England) Regulations 2001.

A Declaration may remain in force until the Minister is satisfied that the situation no longer presents a risk to animal or public health. Copies of Declarations which have been issued in 2006, 2005, 2004, 2003, 2002, 2001 and 2000 can be found below.

17 July Paraguay Foot and Mouth Disease Due to the presence of Foot and Mouth in Paraguay on the border with Argentina the import into England of fresh meat, minced meat, meat preparations and fresh offal for pet food manufacture, from Argentina, is restricted. (Separate Declarations are being issued in Scotland, Wales and Northern Ireland.)  
08 July Australia Newcastle disease Due to the presence of Newcastle disease in Australia the import of poultry and fresh ratite meat is restricted. Fresh poultry meat, farmed and wild feathered game and meat preparation consisting of or containing the above mentioned species may not be introduced into England. Revokes Declaration issued on 9th December 2002.  
30 June Germany Avian Influenza The import restrictions on live poultry, their hatching eggs and racing/show pigeons, which originate in or come from the state of North Rhine-Westphalia in Germany have been revoked. (Separate Declarations are being issued in Scotland, Wales and Northern Ireland.) Revokes Declaration issued on 6th June 2003.
26 June Germany Avian Influenza Germany has now been declared free from Avian Influenza. Restrictions on the import into England of fresh, unprocessed and non-heat treated poultry manure or litter and dead day old chicks has been lifted. Revokes Declaration issued on 4thJune 2003.
20 June Netherlands Avian Influenza Due to the presence of Avian Influenza in the Netherlands the entry into England of live poultry, their hatching eggs and racing/show pigeons which come from the provinces of Flevoland, Gelderland, Limburg, Noord-Brabant and Utrecht in the Netherlands, or which have transited through those provinces in the Netherlands is accordingly prohibited. Revokes Declaration issued on 14th May 2003.
18 June Netherlands Avian Influenza Due to the presence of Avian Influenza in the Netherlands the importation into England of fresh, unprocessed and unpasteurised poultry manure or litter and dead day old chicks from the provinces of Flevoland, Gelderland, Limburg, Noord-brabant and Utrecht is prohibited. 06 June Germany Avian Influenza Due to the outbreak of Avian Influenza in the state of North Rhine-Westphalia. 30 May USA Newcastle disease Due to Newcastle disease in the USA the importation into England of ratite meat, from the states of California, Arizona, Nevada and parts of Texas and New Mexico, is restricted. 15 May Belgium Avian Influenza Due to the presence of Avian Influenza in Begium the importation into England of fresh unprocessed and unpasteurised poultry manure or litter and dead day old chicks is prohibited. (Separate Declarations are being issued in Scotland, Wales and Northern Ireland.) Revokes Declaration issued on 10th April 2003. Revoked by declaration issued on 30th May 2003.
09 May Germany Avian Influenza There are reasonable grounds for suspecting that Avian Influenza exists in the state of North Rhine-Westphalia. Therefore the importation of live poultry, ratites and their hatching eggs into England which originate in or come from the state of North Rhine-Westphalia in Germany is prohibited. (Separate Declarations are being issued in Scotland, Wales and Northern Ireland.)  Revoked by Declaration issued on 04 June 2003.  Revoked by Declaration issued on 06 June 2003.
25 April USA Newcastle disease

The entry into England of live poultry, ratites and their hatching eggs which originate from; the states of California, Nevada, Arizona, the counties of El Paso and Hudspeth in the state of Texas and the counties of Dona Ana, Luna and Otero in the state of New Mexico.
(Separate Declarations are being issued in Scotland, Wales and Northern Ireland.)

17 April Belgium Avian Influenza The importation into England of racing/show pigeons and of live poultry and their hatching eggs which come from Belgium, or which have transited through Belgium is prohibited. (Separate Declarations are being issued in Scotland, Wales and Northern Ireland.)

18 October USA Newcastle disease Following an outbreak of Newcastle disease in the metropolitan area of Los Angeles, California the US authorities have been unable to certify the country free of Newcastle disease. Therefore, the importation into England of meat from susceptible species has been suspended. Revoked by Declaration issued on 31 January 2003.
