Under the CAP Reform package, the

Secretary of State for Environment, Food and Rural Affairs.
- 29 June - RPA have issued their weekly
update on the current status of 2005 SPS applications.
- 26 June: Following agreement with the European Commission to amend
the relevant EU Regulations, the date on which the normal 1% per day
penalty starts for late submission of SPS application forms in England
for 2006 has been put back to 16 June. This means that all applications
received up to 15 June will not have any 'late claims' penalties applied
and that there will be a further period from 16 June to 10 July when
applications will be accepted by RPA with a 1% per working day penalty.

Single Payment Scheme
Under the CAP Reform package, the Single Payment Scheme will simplify
the application arrangements for subsidy payments by replacing
eleven CAP payment
schemes with one new single payment. Farmers will have greater
freedom to farm to the demands of the market as subsidies
will be decoupled from production. At the same time, environmentally
friendly farming practices will be better acknowledged and
rewarded. Meeting the requirements relating
to the environment, public and plant health and animal health
and welfare is described as ‘cross-compliance’. The implementation
of the CAP reform is central to England's Strategy
for Sustainable Farming and Food.
