Review of Enforcement in Environmental Regulation

What is the Review of Enforcement in Environmental Regulation?

It aims to draw together evidence to tell us where there are obstacles to effective environmental enforcement and how we might overcome them.

The Review of Enforcement in Environmental Regulation aims to reach conclusions in summer 2006 about the best enforcement approaches for improved environmental protection. We want to be tough on serious offenders, but to give enforcers the flexibility to deal more proportionately with businesses that try to protect the environment.

The Government's Sustainable Development Strategy stresses that we need to encourage positive behaviour as well as cracking down on serious environmental offences. But enforcement is still important, and many people believe it should focus more on changing behaviour for the better and making offenders help repair environmental damage.

Elliot Morley, Defra Minister of State, launched the Review on 8 September 2005. Read Mr Morley's speech... www.defra.gov.uk/corporate/ministers/speeches/em050908.htm
