Industrial Air Pollution Control by Local Authorities

These pages cover the Local Air Pollution Control (LAPC) and the Local Air Pollution Prevention and Control (LAPPC) systems. The LAPC system was introduced under Part I of the Environmental Protection Act 1990. The system controls emissions to the atmosphere from various industrial sectors covering approximately 17,000 individual processes. It will gradually be replaced by the similar LAPPC system under the Pollution Prevention and Control Act 1999. These are parallel systems to Integrated Pollution Control (IPC) and Integrated Pollution Prevention and Control (IPPC), but in this case local authorities (rather than the Environment Agency) are the regulators.

Solvent Emissions Directive

On 22 March 2002, the Secretary of State issued formal guidance to regulators in England and Wales in order to implement Directive 1999/13/EC on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations (known as the Solvent Emissions Directive). Defra has also issued guidance to assist operators and regulators in understanding the requirements of the Directive - this supersedes AQ note AQ1(01). Copies of the Directions and the accompanying guidance are available via this link.

Meetings of the Industry Forum

The Industry Forum is a group of industry representatives and Defra officers who meet twice yearly to discuss LAPC developments, and ensure Government thinking is in tandem with industry. Papers have previously been published by the Environment Agency's Local Authority Unit but will in future be published on this website.

The Industrial Pollution Liaison Committee (IPLC) is a group of local authority representatives, Defra officers, and the Local Authority Unit technical officers, meeting twice yearly to discuss LAPC developments, and ensure Government thinking is in tandem with local government. Papers have previously been published by the Environment Agency's Local Authority Unit but will in future be published on this website.
