Recommendation for an Air Quality Standard for Particles

  1. The Panel recommend an Air Quality Standard for PM10 in the United Kingdom of 50 µg/m3 measured as a 24-hour running average. We also recommend that this Standard be reviewed after a period of, at most, five years in the light of any new data. We further recommend that the Government's programme of air pollution controls should aim to ensure that there is a decline in both peak and annual average concentrations of PM10.
  2. These recommendations taken together are intended to reduce the levels of exposure of the population to concentrations at which effects on health will become progressively less easy to detect and, eventually, unimportant in public health terms. It is intended that techniques for monitoring the 24-hour standard should be consistent with the PM10 measurements made by the Department of the Environment's Automatic Urban Network.
