This section contains papers written by the Secretariat that were presented to the Committee but did not result in a formal Committee statement. Information here DOES NOT REPRESENT THE VIEWS OF THE COMMITTEE OR THE DEPARTMENT OF HEALTH and should not be quoted as such. The papers may include speculation to act as a stimulus for discussion and the Committee's view may differ significantly from the views suggested by the Secretariat. The Committee's discussion of the papers can be found in the Minutes of the relevant meeting and in the relevant Annual Report.

Papers where discussion led to a formal statement can be found by using the 'supporting papers' link under the relevant statement on the statements and reports page. Papers where a Committee opinion has not been reached can be found on the Current Issues page.
