The Legislative and Regulatory Reform Bill

The Legislative & Regulatory Reform Bill aims to make it quicker and easier to tackle unnecessary or over-complicated regulation and help bring about a risk-based approach to regulation. The Bill was read a Second time in the House of Lords on Tuesday 13 June 2006.

Part 1 of the Legislative & Regulatory Reform Bill replaces the order-making power in the Regulatory Reform Act 2001 with powers to reform legislation and implement Law Commission recommendations. The powers will make it easier to deliver better regulation and remove or amend burdensome legislation by order.

Part 2 of the Bill requires regulators to have regard to the five principles of good regulation, and create a power to put on a statutory footing a code of practice for regulators.

Part 3 of the Bill will reduce the bureaucracy surrounding the transposition of EU obligations into UK law.

The Bill will help deliver a number of the wide-scale reforms announced in the Better Regulation Action Plan in May 2005.

Consultation

The Better Regulation Executive ran a consultation on proposals to amend the Regulatory Reform Act 2001 from 20 July to 12 October 2005. The Better Regulation Executive would like to thank all respondents for contributing their views.

The consultation document draws on the findings of the Government's Review of the Regulatory Reform Act 2001.
