Engaging with the Islamic World Programme

Objective of Programme

To help implement the FCO Strategy (strategic priorities 1,2,3 and 6) which calls for a constructive engagement with the Islamic world and peaceful political and economic reform in Arab countries. Well designed project interventions support partner countries by helping them build their own capacity to design and implement systems of good governance. The aim is for a long-term and sustainable impact.

Project activity will be designed and implemented in partnership with host country authorities and members of civil society including the private sector. Projects will respond to and help support an indigenous demand for change.

Project activity will come under three broad headings:
  • Strengthening the Rule of Law
  • Promoting Good Governance, including economic governance
  • Increasing the Participation of Women in decisions which affect their lives
Through such engagement to support indigenous led change and to encourage a greater understanding and partnership between Islamic countries and the West.

Funds available

FY 2005/06 £8.5m (concept ideas and bids welcome)
FY 2006/07 £8.5m (early concept ideas welcome)
FY 2007/08 £8.5m (early concept ideas welcome)

Main outcomes envisaged

  • An increase in the representation of women in national and local government as well as in civil society and international organisations;
  • Growth of institutions underpinned by international standards and the rule of law;
  • Strengthening of civil society measured by development of indigenous NGOs, enhanced legislative process, strengthened public administration/civil service;
  • Legal and penal reform at national level measured by the extent to which an independent and impartial judiciary are operating in accordance with UN principles.
Timelines

Initial concept ideas may be submitted at any time during the year. Selection Boards will make decisions on a rolling basis. The time between submission of a concept to agreement is usually less than six weeks.

Initial concept ideas should be sent using part A of the bidding form (available on the FCO Global Opportunities Fund Web Page). The Programme Team and Selection Board will provide an initial assessment before you spend time working up a full bid for formal agreement. An FCO project manager is required to take responsibility for each bid, either overseas or in the UK.
