Modernising the taxation of the haulage industry: lorry road-user charge
The Government is committed to ensuring that all lorries using UK roads contribute towards the costs they impose. As announced in the PBR, the Government has issued a discussion paper, which considers various details of how the charge might operate in practice.

Implementation of the insurers reorganisation and winding-up directive for Lloyd´s
This consultation document sets out the Treasury's proposals for implementing Directive 2001/17/EC on the reorganisation and winding-up of insurance undertakings, in relation to the Lloyd's market. Implementation for other insurance undertakings has already been achieved through the Insurers (Reorganisation and Winding-Up) Regulations 2004

Hampton Review of regulatory inspection and enforcement
In Budget 2004 the Chancellor asked Philip Hampton to lead a review into regulatory inspection and enforcement with a view to reducing the administrative cost of regulation to the mimimum consistent with maintaining the UK’s excellent regulatory outcomes.

Issuance of ultra-long gilt instruments consultation document
In the Pre-Budget Report, the Chancellor of the Exchequer asked the UK Debt Management Office (DMO) to consult market participants on the possible introduction of additional gilt instruments, specifically: (i) ultra-long (circa 50-year) conventional and index-linked gilts; and (ii) ultra-long (circa 50-year) annuity-type gilts. Consequently, the DMO has issued a consultation paper which seeks views from interested parties on the possible introduction of such new gilts.

The regulation of investment trust companies
The Treasury is consulting on the regulation of investment trust companies in response to a recommendation by the Treasury Committee of the House of Commons in its report into split capital investment trusts.

UK Implementation of the Prospectus Directive
The Prospectus Directive requires that a prospectus is produced whenever there is a public offer of securities or where securities are admitted to trading on a regulated market. The Directive specifies the content of prospectus and requires that they are approved by the relevant competent authority. This consultation seeks comments on the proposed changes to legislation.
