2003 Pre-Budget Report
The 2003 Pre-Budget Report, The strength to take the long-term decisions for Britain: Seizing the opportunities of the global recovery, was published on 10 December 2003.
The Pre-Budget Report is delivered by the Chancellor to the House of Commons in the Autumn. The purpose of the Pre-Budget Report is to encourage debate on proposals under consideration for the Budget. It includes, as far as possible, proposals for any significant changes in fiscal policy under consideration for introduction in the Budget. The Pre-Budget Report also includes an update of the state of the economy and public finances.
