Spending Reviews

Spending Reviews set firm and fixed three-year Departmental Expenditure Limits and, through Public Service Agreements, define the key improvements that the public can expect from these resources.  Successive Spending Reviews have targeted resources at the Government’s priorities, have matched these resources with reforms, and have set ambitious targets for improvements in key public services: in education, health, transport and criminal justice.

The 1998 Comprehensive Spending Review set spending plans and Public Service Agreements for 1999-2000 to 2001-02.  The 2000 Spending Review set spending plans and Public Service Agreements for 2001-02 to 2003-04.  The 2002 Spending Review set spending plans and Public Service Agreements for 2003-04 to 2005-06.  The 2004 Spending Review will set new spending plans for 2006-07 and 2007-08, and will confirm the spending plans which were set for 2005-06 in the 2002 Spending Review.
